If an applicant has a recognised (
nostrifiziert) school-leaving certificate, he/she will be admitted to study. If an applicant does not hold such a certificate, the head of the programme must verify if there is any agreement under international law that has to be observed. If no such agreement exists, the head of the programme may decide autonomously. If necessary, the written admission issued by the head of the programme will include a note indicating what subjects have to be passed by when and/or as a prerequisite before the beginning of the study programme. It is sufficient to issue the information in writing, an administrative decision is not necessary.

This act of law is performed by the Federal Ministry for Science and Research in all cases when a person would not only like to be admitted to a certain study programme but also wishes to receive confirmation that his/her (foreign) certificate is fully equivalent to a certain Austrian certificate, especially in connection with an activity for which a school-leaving certificate is required.
